Our Hawaii Team

Over the past 30 years, Paul Rainwater has distinguished himself as one of the nation’s most experienced disaster recovery funding professionals. Local, state, and federal government agencies including the HUD National Disaster Recovery Unit - as well as the executive branch - have relied on his collaboration to develop action plans, policies, and deployment strategies that promote environmental justice by prioritizing equitable rebuilding and development for historically vulnerable communities.
Paul recently served as chairman of Louisiana Governor Jeff Landry's Task Force to identify solutions for critical infrastructure needs within the City of New Orleans Sewer and Water Board. In the fall of 2023, Paul served on Landry's transition team in which he worked to analyze the city's infrastructure needs and project prioritization of sewerage upgrades.
Paul helped design and then led the Louisiana Road Home Program - the largest housing reconstruction program in U.S. history. After the 2016 floods in Louisiana, he worked with Governor John Bel Edwards to secure additional funds. In response to Hurricane Sandy in New Jersey, he helped Governor Chris Christie’s staff develop the state’s federal aid request and response plan.

Casey Tingle is assisting clients in Hawaii in their federal grant funding identification and compliance efforts across infrastructure, utilities, broadband, housing, economic development, and disaster recovery programs. Casey brings more than a decade and a half of experience to bear for the benefit of Hawaii-based recovery and resilience efforts.
Casey is the former Director of the Louisiana Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP). He draws on this extensive experience to assist state and local government agencies navigate the complex and evolving financial and compliance requirements associated with federal funds.
At GOHSEP. Casey served as the governor’s authorized representative for all federally declared disasters and led the closeout of the state’s largest mitigation project. After Hurricane Ida, he helped establish and implement a first of its kind disaster non-congregate sheltering program providing shelter to over 5,000 families. Casey also worked closely with local, state, and federal partners to establish the Louisiana Watershed Initiative following historic flooding in 2016.

Andre LeBlanc is a seasoned program manager with more than 13 years of experience helping local, state, and federal agencies execute complex projects exceeding $2 Billion. His tailored, client-specific solutions support successful disaster recovery, mitigation, housing, and infrastructure programs that help communities achieve long-term resilience.
Andre spearheads innovative and efficient solutions for the company’s program management responsibilities across the U.S. and its territories. Known for his creative solutions, he seeks to understand the unique economic, geographic, and cultural aspects of each community and match those needs with tailored resources and local staffing.
After hurricanes Irma and Maria, Andre served as program manager of the $1.7 Billion FEMA Sheltering and Temporary Essential Power (STEP) program. In that role, he helped the Puerto Rico Department of Housing develop its strategic plan and then oversaw a team of 1,500 people performing a wide range of program tasks.

Jojo Myers Campos helps rural, remote, and tribal communities gain access to federal grant funding from the Infrastructure Investment and Jobs Act (IIJA) and other sources. She draws on her background as an economic development, broadband solutions, and telecommunications subject matter expert while working to connect and expand networks, build resilient infrastructure, and boost economic development.
As the State Broadband Development Manager for the Nevada Governor’s Office of Science, Innovation, and Technology, Jojo spent four years working with local, state, and federal governments connecting rural and frontier Nevada by increasing connectivity for education, healthcare, tribal locations, economic development, and through fiber to the home projects.
While working for ATN International as Director for Nevada she further connected rural Nevada through local, state, and federal funding mechanisms, surpassing FCC connectivity standards in remote and tribal locations. Jojo also spent seven years as Director of Corporate Development for the Northern Nevada Development Authority (NNDA).

Ramsey Green brings two decades of experience in grant administration, program management, and green infrastructure for government, private and public sector clients. He is helping clients in Hawaii navigate and overcome funding challenges in order to developing their energy and infrastructure resources.
Recently, Ramsey transformed the denial of a $50 million grant application into a $450 million grant opportunity for a public utility company. His current work includes development of $4.6 billion in funding applications in just the past six months. In 2021, Ramsey coordinated the City of New Orleans’s response to 2021’s Hurricane Ida, during which he worked closely with the state and federal governments and Entergy to bring power back online throughout the region.
Earlier in his career, in the wake of Hurricane Katrina, Ramsey negotiated and managed the $2 billion federally funded rebuilding of the New Orleans public school system. Later, Ramsey oversaw all infrastructure for the City of New Orleans, accelerating road, drainage, sewer, and waterline improvements with annual spending of $10M to $600M, and which were funded by federal grants.

Subrena McCoy draws on more than 35 years of technical and grant writing experience to help clients in Hawaii and across the country obtain and manage grant funding for transformative infrastructure projects. She synthesizes raw data and develops quick facts that enable clients to create policies and procedures for compliance with federal funding rules.
When a state or local agency, or a utility contemplates grant funding to retire outdated fossil fuel assets, harden energy grids to withstand severe weather, or increase investment in renewable energy assets, Subrena works closely with internal departments and stakeholders to assist them in conducting risk assessments, pinpoint potential compliance gaps, implement training tools, and draft operations manuals and policies and procedures.
Subrena's intricate compliance knowledge spans the Infrastructure Investment and Jobs Act (IIJA), the Inflation Reduction Act (IRA), FEMA Public Assistance, the Department of Energy (DOE), the U.S. Department of Housing and Urban Development (HUD), and many others. With a strong background in marketing strategy and business analytics, Subrena explains complicated processes and compliance requirements, such as Davis-Bacon & Related Acts (DBRA), to all facets of an organization to build understanding and expedite potential grant awards.

Liana Vossen manages Plexos’ Honolulu office with 20 years of banking and administration experience. Liana is highly proficient in project planning, vendor and client relationship management, and adept at coordinating diverse tasks.
Known for exceptional customer service, she possesses outstanding interpersonal skills, as well as written and verbal communication skills. Liana is a highly organized team player capable of multitasking and working independently and demonstrating superb organizational skills throughout her career.
